Temporary Equipment

The Australian regulator (NOPSEMA) held a workshop with industry to review a series of significant safety risk gaps that were found with third party equipment installed on Mobile Offshore Drilling Units (MODUs) operating in Australian waters for the handling of hydrocarbons at surface and electrical certification for equipment being operated in hazardous areas.

To reduce risk and ensure Temporary Equipment installed and used on MODUs are subjected to the regulation applicable to an offshore installation.

BIE created a web-based inspection management platform called “Integrity” that provides evidence-based process, verifiable to Temporary Equipment compliance to MODU safety case and site requirements.

The inspection records serve as the foundation for generating a Site Pass—a comprehensive checklist verifying that the equipment aligns with MODU requirements. Upon acceptance, the MODU is issued a Site Pass, enabling seamless installation. The integrated database facilitates collaborative install checks between the MODU and equipment owner, providing access to essential certifications and records.

This database serves as a demonstrative tool for compliance with Ex Equipment in Hazardous Areas (EEHA), Pressure and Safety Device, and Lifted Equipment certification requirements. It maintains a comprehensive register of all 3rd Part Temporary Equipment on the MODU. As the MODU undergoes obligatory equipment decommissioning, the database ensures the systematic removal of TE from the register. The software is equipped with functionality for the following sequenced activities:

  1. Planning–Establishes the TE provider, location, scheduling, inspector assignment, timesheets
  2. Scope of requirements –specific checks derived from the Safety Case for Inspectors to complete
  3. Manifest (materials) –Inspectors add equipment, part numbers (as applicable) and serial numbers.
  4. Inspection–verification activities for the equipment selected. Key info and certs added
  5. Punchlist –Summary of all the Punch list items created. Actions are managed through to closure.
  6. Site Pass –Based on a MODU template to be issued as a PDF on release and maintained as a record
  7. Onboarding check list -for install and decommissioning, completed by the Rig site
